The Barcelona man has been linked with a move to Manchester United all summer. But the Old Trafford outfit refused to pay the asking price for the Spaniard.
Manchester United agreed to offer 25 million euros to Barcelona, who were keen to recoup 30 million euros for the Spanish international.
Chelsea eventually sealed the deal for 28 million euros plus bonuses.
Pedro will join former Barcelona teammate, Cesc Fabregas at Chelsea.
Having sealed the Pedro transfer, Jose Mourinho is now expected to focus on the signing of John Stones from Everton.
Chelsea are in desperate need of a centre back and the Everton youngster is seen as the ideal solution.
The Blues have already offered three bids for the England defender, but Everton have rejected all three of them and are believed to be holding out for a fee in the region of 40 million pounds.
