Is Sports Betting Legal in Ohio?

Yes. Retail and online sports betting will be legal in the state as of January 1st, 2023. House Bill 29, signed into law in December 2021, legalized sports betting, including betting on collegiate teams.

Online Sportsbooks

Ohio residents will have access to online sportsbooks as of January 1st, 2023. At present, 16 online sportsbooks have been granted licenses, including BetMGM, DraftKings, Caesars Sportsbook, BetFred, Bet365, FanDuel, BarStool, PointsBet, and Tipico. Many more are likely to be added in the future as Bill 29 allows up to 25 online betting licenses in the state.

Ohio sports betting Betonline

In addition to these online sportsbooks, many offshore sportsbooks offer online betting to Ohio residents. These providers are licensed and regulated by overseas jurisdictions such as Curacao, Costa Rica, and the European Union.

Betting with an offshore sportsbook is not against any Ohio regulations, but we advise you to exercise caution; many fraudulent offshore providers will take your money and run. Please consult our list of the top offshore bookies above for the best trustworthy bookmakers.

Land-based sports betting

From January 2023, 12 retail sportsbooks will open their doors to Ohio sports bettors. The current Ohio sports betting bill allows up to 40 land-based sports betting licenses, so expect a lot more brick-and-mortar betting locations in the near future.

Horse Racing & Off-Track Betting

In Ohio, horse race betting is permitted online and through the state’s seven racinos and a single OTB (off-track betting) location. Furthermore, video lottery terminals (VLTs) have been legal at Ohio race tracks since 2011.

The Ohio State Racing Commission regulates and oversees all parimutuel and horse race wagering in the state. Still, most mainstream horse race betting sites, such as TwinSpires and TVG, accept wagers from Ohio residents.

Of course, you can always wager on horse races through one of our recommended sportsbooks.

Here’s a list of racinos in the state:

  • Hollywood Gaming at Dayton Raceway (Dayton, OH)
  • Miami Valley Gaming (Turtlecreek, OH)
  • Hollywood Gaming at Mahoning Valley Race Course (Austintown, OH)
  • Eldorado Gaming Scioto Downs (Columbus, OH)
  • MGM Northfield Park (Northfield, OH)
  • Jack Thistledown Racino (North Randall, OH)
  • Belterra Park Cincinnati (Anderson, OH)

Sports Betting Guides by State

Timeline of Ohio Sports Betting Legislation

Here’s a brief outline of the push to legalize sports betting in the state and the latest news since its inception:

  • February 23, 2024: As of March 1, 2024, proposition wagers on collegiate players are illegal in the state of Ohio.
  • January 1, 2023: Sports betting goes live in Buckeye State at 12:01 a.m. ET, with 16 sportsbooks, including FanDuel and DraftKings, entering the market.
  • Dec 22, 2021: Governor Mike DeWine signed HB 29 into law. Sports betting will become legal in January 2023.
  • Dec 8, 2021: House Bill 29 to legalize sports betting was put to the House and Senate where it passed with a huge majority of 72-12.
  • June 30, 2021: The Ohio sports betting bill died in The House before the summer legislative session. As a result, legal betting in the state is unlikely until early 2023.
  • June 24, 2021:Senator Schuring expanded the Ohio sports betting bill to include provisions that would allow existing casinos and racinos to offer sports betting services. The amendment passed by an overwhelming 31-0 majority vote.
  • June 16, 2021: The Senate passed SB176 with a 31-2 majority vote.
  • May 6, 2021: Senator Kirk Schuring introduced Bill SB176. If passed, the bill would have allowed the issuing of 40 retail sports betting licenses. Additionally, the bill mandated that brick-and-mortar sportsbooks operate on-premises reserved for sports betting, which would exclude existing casino and racino locations from offering sports wagering.
  • 14 May 2018 – The Murphy v. NCAA decision by the Supreme Court established state autonomy in terms of sportsbook gambling legality, free from federal intervention.

As you can see, legal sports betting in Ohio is a long way off. But it’s coming.

Offshore Online Sports Betting in Ohio

Regulations pertaining to sports betting in Ohio do not prohibit wagering with offshore betting sites. Thousands of Ohio residents bet on their favorite sports using our recommended overseas bookies, and, as far as we know, not one bettor has been prosecuted or fined as a result.

However, please understand that offshore sites are not regulated within Ohio. As a result, these bookmakers lie outside the influence of OH laws and regulations. That’s why it’s essential to choose a reputable offshore bookie with a proven track record of timely payouts and fair conduct.

Consult our top ten list for secure and dependable offshore bookies.

Are Daily Fantasy Sports – DFS Legal in Ohio?

Daily fantasy sports contests have been legal in Ohio since 2018. The Ohio Gaming Commission, which oversees all DFS wagering activities in the state, has issued licenses to the following providers:

  • FanDuel
  • DraftKings
  • StatHero
  • Yahoo! Fantasy Sports
  • Fantasy Golf’s OG

Only the five sites above are licensed to offer DFS services in Ohio, meaning sites such as Monkey Knife Fight, SuperDraft, Prize Picks, or Underdog Fantasy are illegal.

Ohio Casino Laws

Until 2009, Ohio only allowed horse race betting. This changed with the issuing of four brick-and-mortar casino licenses. Gambling in Ohio further expanded in 2011 with the introduction of video poker and slot machines to each of the state’s seven race tracks.

Online Casinos

There are currently no online casinos in Ohio. Still, residents of OH can join and bet with one of our recommended offshore online casinos. Overseas casinos are a gambler’s paradise and include thousands of slots, roulette variants, blackjack tables, baccarat games, and live dealer tables.

For the best Ohio online gambling experience, we recommend Wild Casino, Bovada Casino, and BetOnline Casino.

Land-based casinos

Ohio is home to four land-based casinos and seven racinos, which are race tracks that feature slots and video poker machines. Unfortunately, table games are not available at racinos.

Racinos in Ohio:

  • Eldorado Gaming Scioto Downs (Columbus, OH)
  • Jack Thistledown Racino (North Randall, OH)
  • MGM Northfield Park (Northfield, OH)
  • Hollywood Gaming at Mahoning Valley Race Course (Austintown, OH)
  • Miami Valley Gaming (Turtlecreek, OH)
  • Hollywood Gaming at Dayton Raceway Dayton, OH)
  • Belterra Park Cincinnati (Anderson, OH)

Land-based casinos in Ohio:

  • Hollywood Casino Columbus Columbus (Franklin, OH)
  • Hard Rock Casino Cincinnati Cincinnati (Hamilton, OH)
  • Jack Cleveland Casino (Cleveland, OH)
  • Hollywood Casino Toledo (Toledo, OH)

Ohio Sports Betting Bills

After a long battle to legalize sports betting in Ohio, House Bill 29 was signed into law on December 22, 2021. It legalized sports betting in the state starting January 1st, 2023.

This bill states that the Ohio Casino Control Commission (OCCC) can grant three types of licenses: Type A licenses, Type B licenses, and Type C licenses.

Type A licenses are for mobile and online sportsbooks, and currently, the OCCC can grant up to 25. The Type B licenses, meanwhile, are for brick-and-mortar retail sportsbooks, and the OCCC can grant up to 40. Type C licenses, on the other hand, cover self-service betting terminals, and 20 such licenses can currently be granted.

Who Can Bet on Sports in Ohio?

From January 1st, 2023, anyone over the age of 21 can bet on sports in Ohio, both online and in brick-and-mortar sportsbooks.

How is Gambling Taxed in Ohio?

Gambling income is taxed at the state’s ordinary income tax rate. State-licensed gambling establishments are required to withhold 4% of player winnings in taxes; however, your actual tax rate may be lower or higher, depending on your income bracket.

Furthermore, providers withhold a 24% federal tax paid to the IRS. If the establishment doesn’t have your social security number, it may withhold as much as 28%. You can deduct gambling losses from your income when calculating federal taxes; however, you can’t deduct more than you’ve won.

Offshore betting sites don’t withhold taxes, so it is up to you to report your overseas gambling income to authorities and pay applicable taxes.

Most Popular Sports Available for Online Sports Betting in Ohio

Below, we’ve listed the most popular sports players can wager on at offshore sportsbooks in the Buckeye state in 2024.

NFL Online Betting in Ohio

Bengals NFL BetUS

Football is the most popular sport to bet on in Ohio, as it is in most states. The fact the state boasts two NFL teams, Cincinnati Bengals and Cleveland Browns, also increases its popularity. All the top offshore sports offer deep markets for every NFL game, and most offer extra markets for playoff games and the Super Bowl.

The most popular bets on football are the moneyline, spread, and total points. Prop bets also offer a ton of exciting options and are a good way to place bets with bigger odds. Another popular option is futures, where players can bet on what teams will make the playoffs or the Super Bowl winners in advance. Live betting is also available at all the sportsbooks on our list.

NBA Online Betting in Ohio

NBA cavs Mybookie

Another hugely popular sport to bet on in Ohio is basketball, and the NBA is by far the most popular league. All the best betting sites in Ohio featured on this page provide plenty of options when it comes to betting on the NBA. Whether you enjoy parlays multiple games, bet a future on the Finals winner, or bet live and in play, you will find a top-quality betting experience with all the sites from our list.

That said, factoring in the regular NBA-specific competitions and promotions such as risk-free prop bets and live bets, the ability to live stream basketball games, and the ability to wager on the NBA Draft during the summer, BetOnline is probably the pick of the bunch. Bovada is also a good option, as they have a plethora of prop bets on NBA matches.

MLB Online Betting in Ohio

Cincanati reds MLB Xbet

Major League Baseball is another league prominently featured on betting sites. Baseball fans will find plenty of options throughout the season, including the standard run-line, moneyline, and total markets, as well as futures bets on the divisions and World Series winners.

Prop bets for MLB also provide a wealth of betting opportunities and Betonline and Mybookie are two of the best sites for offering a wide variety of player and game prop bets on the MLB.

NHL Online Betting in Ohio

The National Hockey League is fast-paced and packed with action, which makes it a great sport to bet on. Offshore betting sites offer standard bet types such as the puckline, outright winner, total goals, futures, and also deep and varied prop markets.

Sites like Betonline and BetUS have deep markets for the NHL and offer regular promotions for matches. They also go the extra mile for the Stanley Cup playoffs and final game, offering special bets and great value odds.

Soccer Betting in Ohio

Soccer is continually growing in popularity in the US for spectators and bettors. The best offshore betting sites in Ohio boast deep markets on top leagues from around the globe, including the MLS, CONCACAF, EPL, Serie A, La Liga, UEFA Champions League, and Bundesliga. They also cover international matches, and many have more obscure leagues from various countries.

Everygame probably pips it as the best soccer betting site because of the sharp odds and varied coverage. But you can’t go wrong with BetOnline, Bovada, and Sportsbetting.ag, which live-stream selected soccer games and offer deep markets on soccer matches.

College Football Betting in Ohio

It’s no surprise that college football betting is popular in Ohio, as there are multiple NCAA Division One teams in the state. The betting options are similar to those in the NFL, but with more regular season games and Bowl games, there are more betting opportunities available when it comes to the regular lines. Prop bets, however, are not available.

Betonline, Bovada, Everygame, and Xbet are our picks of the bunch for college football, as they provide deep markets and great value odds.

College Basketball Betting in Ohio

Like college football, Ohio has many successful Division 1 NCAA basketball teams and is also hugely popular with sports bettors. BetOnline, Mybookie, and Everygame are our top picks for collegiate basketball matches, but again, any of the top best sportsbooks in Ohio featured on our list will have regular game lines and solid coverage overall.

The markets are similar to those for the NBA, but minus the props. However, one thing college basketball has over the NBA is March Madness. This annual tournament features 68 of the top college basketball teams in the nation battling it out in a knockout competition to be crowned national champions. The number of matches and the intensity of the games make it a firm favorite for bettors across the state.

Horse Racing Online Betting in Ohio

Horse racing betting has been popular for hundreds of years and remains big business in the US and further afield. The vast majority of the best offshore betting sites in Ohio have coverage from multiple race tracks across the globe and offer standard and exotic bets such as exactas, trifectas, and daily doubles.

Some of the top-tier offshore sportsbooks, such as MyBookie, Jazz Sports, Bovada, BetUS, and BetOnline, have incorporated standalone racebooks into their platforms. Many also offer daily horse racing rebates.

Ohio Teams to Bet on

Ohio has multiple professional and college teams for a whole host of sports. Below, we will take a look at some of the biggest sporting teams in the state:

NFL

Ohio boasts two NFL teams, which are:

  • Cincinnati Bengals – The Bengals compete in the AFC North division of the NFL. While the Bengals have never won a Super Bowl, they have been to three and only narrowly missed out in Super Bowl LVI in 2022, losing by just 3 points to the Rams. The team has exciting young talent in Ja’Maar Chase and Joe Burrow and will be looking once again to reach the Super Bowl in 2023.
  • Cleveland Browns – Like their neighbors, the Browns compete in the AFC North Division and have yet to win a Super Bowl. They did, however, win multiple championships before the inception of the Super Bowl during the ’50s and ’60s. Despite having some top attacking talent in their team in Nick Chubb and Amari Cooper, the Browns have failed to make the playoffs since 2020 and look set to miss out on them again in 2023.

NBA

  • Cleveland Cavaliers – The Cavaliers compete in the central division of the Eastern Conference. They have won the NBA championships once in their history, in the 2016 season, after LeBron James returned from his time playing for the Miami Heat. They haven’t made it to the playoffs since 2018, but after acquiring Donovan Mitchell in 2022, they look likely to feature in the playoffs going forward.

MLB

Ohio has two teams featured in the Major League Baseball league, which are:

  • Cincinnati Reds – The Reds have won the World Series five times throughout their history, but it has been a while since their last title, which was back in 1990. During the 30+ years since then, they have managed to make the playoffs five times, the most recent being in 2020.
  • Cleveland Guardians – The Guardians have won the World Series twice, the most recent being over 70 years ago in 1948. Their current squad, though, is packed with talent, including new signing Josh Bell. In 2023, they will look to build on a great 2022 season in which they won their Division title.

NHL

  • Columbus Blue Jackets – The NHL was founded over 100 years ago, but the Blue Jackets did not become a member of the league until 2000. The team has yet to win a Stanley Cup, but with new signing Johnny Gaudreau, they will hope for more success in the near future.

MLS

  • FC Cincinnati – A newcomer to the MLS, entering the league only in 2019, they have yet to win a title. In 2022, they had their best season, making the playoffs for the first time and reaching the quarter-final. Head coach Pat Noonan will be looking to build on this success heading into the 2023 season.
  • Columbus Crew – Unlike FC Cincinnati, Columbus Crew has been around since the MLS was founded in 1993. They have won the MLS Cup twice, the most recent being in 2020. Although they missed out on the playoffs in 2022, they will be hoping to make a return. The new club-record signing Cucho Hernández will lead the line. He got off to a flying start, scoring four goals in four games.

College Football

There are currently eight Division One college football teams in Ohio, most of which play in the Mid-American Conference. Below, we will take a closer look at each College football team:

  • Ohio State Buckeyes – The Buckeyes are currently the highest-ranked team in Ohio and compete in the Big Ten Conference. They have a successful history, claiming multiple national championships. A whole host of current NFL players played for the Buckeyes, including Ezekiel Elliot, J.K. Dobbins, and two of the best rookie receivers in the 2022-2023 season, Garret Wilson and Chris Olave.
  • Cincinnati Bearcats – The Bearcats are the next highest-ranked Ohio team in Division 1 football. They are also one of the oldest college football teams in the US, having been founded in the late 1800s. They have multiple alumni in the NFL, most notably Sauce Garder, who was the fourth overall pick in the 2022 draft. They will compete in the Big 12 conference from 2023, having previously been in the AAC.
  • Ohio Bobcats – The Bobcats Represent Ohio University and play in the Mid-American Conference. They have one national title and 11 conference titles, but these were won long ago, in the 1960s and earlier.
  • Miami Redhawks – The Miami RedHawks compete in the Mid-American Conference. They have won 22 conference titles, the most recent being in 2009. However, they didn’t have a great 2022 season, ending with a 6-7 record.
  • Bowling Green Falcons – The Green Falcons are another team in the Mid-American Conference. They have also won many conference championships, the last being in 2015. Like the Redhawks, they also finished 6-7 in 2022.
  • Toledo Rockets – The Rockets have a fierce rivalry with the Bowling Green Falcons, and the two teams battle it out each year to win the Peace Pipe trophy. They also compete in the Mid-American league and had a decent 2022 season, finishing 9-5.
  • Kent State Golden Flashes – The Golden Flashes are another Ohio team in the Mid-American Conference. They have been less successful than other Ohio teams, only winning one conference title back in 1972. They also finished with a 6-7 record in 2022.
  • Akron Zips – Competing in the Mid-American conference league, the Zips have just one conference title in their history. They had a terrible 2022 season, finishing with a 2-10 record.

College Basketball

Ohio has even more Div basketball teams than football teams. We can’t look at them all in detail, but have looked at 5 of the top ones located in the state below:

  • Ohio State Buckeyes – It’s the Buckeyes again, which, like in college football, are the highest-ranking college basketball team in Ohio. They have only one national championship but over twenty conference titles. They have had a great start to the 2022-23 season and will be hoping to clinch the conference title for the first time since 2012.
  • Cincinnati Bearcats – Competing in the All-American Conference, the Bearcats have won an impressive 30 conference championships in their history, the last being in 2020.
  • Xavier Musketeers – Representing Xavier University in Cincinnati, the Musketeers compete in the Big East conference. In 2018, Xavier had one of its best-ever seasons, entering the NCAA tournament as the number 1 seed. They have had a great start to the 2022-23 season and will be looking to make it to the NCAA tournament again.
  • Dayton Flyers – The Flyers are currently in the Atlantic Ten Conference. They have never won a National Championship and haven’t made an appearance in the tournament since 2017, but they have a solid team at the moment and have a good chance of returning to the tournament in 2023.
  • Ohio Bobcats – Like their football team, the Bobcats compete in the Mid-American Conference. After a nine-year hiatus from the NCAA national tournament, the Bobcats returned to it in 2021 and will hope to do so again this season.

1. BetOnline – Best Site For Online Sports Betting in Ohio

BetOnline Sportsbook OH

BetOnline is our top recommended site for sports betting in Ohio. There are several reasons for that. First, the bookie covers over 25 sports disciplines, so there’s something for everyone.

This Ohio sports betting site has over 20 years of market experience, making it one of the oldest bookies serving Ohio bettors. In fact, BetOnline consistently ranks in the top 50 sportsbooks serving US customers in betting volume.

Another reason you’ll love BetOnline is the generous 100% match deposit welcome bonus worth up to $1,000. To claim the bonus, enter BetOnline promo code “BET1000” while registering your free account. The sportsbook also features several recurring promotions for native customers, including re-deposit bonuses and cashback schemes.

You can fund your BetOnline account using credit cards, bank transfers, checks, and cryptocurrencies such as Bitcoin. The bookie has several exclusive bonuses for players who make a crypto deposit. Withdrawals are quick without undue delays.

Overall, BetOnline is the best Ohio sports betting site on the market.

Pros:

  • Great welcome bonus and promotions
  • Bitcoin and credit card deposits and withdrawals

4. XBet – Fastest Cryptocurrency Withdrawals in Ohio

XBet Sportsbook

XBet is the latest sportsbook to join the Ohio sports betting market. As you’d expect, the bookie allows you to wager on every popular national and international sport.

The bookmaker’s main drawback is the welcome bonus, which is capped at $500. On the flip side, the reward comes with lax wagering requirements that make it easier to clear by recreational bettors, as well as XBet promo codes bettors can use at checkout to double their bankroll.

XBet has a great mobile sports betting app Ohio residents can use to place pre-match and live wagers. Though not as good as the one from Bovada, the XBet app is responsive and offers a seamless betting experience on old and new Android and iOS devices. You can use the mobile app to place wagers, request withdrawals, activate bonuses, and do just about anything you can with the browser-based platform.

Pros:

  • Promotions perfect for beginners
  • Prompt withdrawals
  • Good mobile app
  • Recurring promotions and boosted odds

Cons:

  • Welcome bonus capped at $500

5. Bovada – Best For Live Sports Betting in Ohio

Bovada Sportsbook

Bovada is number two on our list of the best Ohio sports betting sites. The bookie deserves praise for its high-quality streaming and live-betting platform, which works equally well on desktop and mobile devices.

Whether you prefer basketball, baseball, football, ice hockey, golf, or any other popular sport, you’ll find plenty of live and pre-match betting options at Bovada. Sports streams are subscription-free and available in HD quality to anyone who maintains a few dollars in their bankroll or places regular wagers.

New players receive a deposit bonus of up to $1,000. To redeem your reward, enter Bovada promo code “BVD1000” (crypto portion: $750) in the registration form while creating your account. Existing players can take advantage of several recurring promotions, including horse betting and NFL-boosted odds and rebates.

But perhaps the best thing about Bovada is its intuitive app design. Their platform is second to none and is a joy to bet with using any smartphone or mobile device, big or small, iOS or Android.

As far as sports betting in Ohio goes, Bovada is as good as any.

Pros:

  • Best live sports betting in Ohio
  • Top live sports streaming
  • Low minimum bets
  • Exceptional mobile application

How We Rank the Best Ohio Sports Betting Apps

We have explained which Ohio betting apps are the best, but now it is time to explain why we believe they are the best and how we rank them. Here is a look at some of the essential elements of a site for us and what we are looking for.

sports lens rating stars

Licensing & Security

We always want OH players to feel safe, and this comes with using a desktop platform or betting app that is correctly licensed and offers the proper security measures, including SSL data encryption and 2FA. This allows you to bet with peace of mind and is the most critical element of our ranking criteria.

Betting Markets & Odds

We want to see as much choice as possible in betting markets, giving people the chance to bet on the sports, leagues, competitions, and – most importantly – the Ohio teams that they want. Alongside this, we want high-value, sharp odds so players can receive the highest possible payouts. The larger the selection of markets and the better value we see in the odds, the higher the platform ranks with us.

Betting Bonuses

Betting bonuses are a great way to boost your bankroll and keep skin in the game for longer, and we want to ensure the bonuses we find are available to players in OH and that they come with achievable terms and conditions. To achieve this, we register accounts and test each bonus, both the welcome and ongoing promos, at every sportsbook we rank.

Payment Methods

We like to see a wide range of banking options available at every sportsbook and will rank platforms higher if they provide the full lineup of fiat, crypto, and e-wallet payment options. In addition, we check to ensure players in Buckeye aren’t getting a raw deal regarding transaction/mining fees, flagging any such instances in our tables and reviews.

Mobile Betting Experience

With over 2.25 million unique sportsbook app accounts registered in Ohio alone, the mobile betting experience is vital to our ranking process. We want to see simple and easy-to-use apps that work quickly while using mobile internet, with fast page load times. Failing that, we expect to see mobile-optimized platforms that run efficiently on your web browser, and we test to ensure they do.

Live Betting & Streaming

Live betting is a vital part of the game now and in the future, so we want to see it available on the sites we recommend. Not only do we want to see live betting, but we also want to see sites that offer live streaming so you can bet and watch simultaneously.

Customer Support

The hope is you don’t need the customer support team, but everybody runs into an issue or has a query eventually, which is why we factor the support we receive into our rankings. We value solid support options, including easy methods of contact via live chat, email, and phone, and prefer to see detailed FAQs and betting guides where possible.

Ohio Betting Apps for iPhone & Android

If you want to play on sports betting apps Ohio residents can access, the good news is that these have been specifically created for iPhone and Android devices. This means the apps have been designed to be used explicitly on your phone.

Whether you have an iPhone or an Android device, you can use an app that will fit on your phone, work perfectly with the software inside it, and take advantage of the features that the device has.

Ohio Betting Apps for Tablets

If you have a mobile phone or tablet, you can download one of the many Ohio mobile sports betting apps. These can be made mobile like your phone but are bigger, offering a larger screen for you to enjoy the action on.

Due to the screen size, using an app on a tablet will benefit you if you want to see more markets and odds on your screen or use it for live betting and streaming. But, again, these apps are either for Apple or Android devices, so get the correct app for your device that will work brilliantly for you.

Conclusion on Ohio Online Sports Betting

Sports betting is now legal in Ohio, so keen sports bettors have dozens of options, with native apps and offshore platforms accepting players in the state. We still vouch for offshore brands, and this is because of two reasons: firstly, the bonuses tend to be much higher, and secondly, you get more options when it comes to backing the Bulldogs and other teams playing collegiate sports in Buckeye.
