Romeu spent the last couple of seasons on loan at Valencia and Stuttgart. The Spaniard has struggled to cement a regular starting place at Chelsea since his move from Barcelona.
It seems that Southampton have agreed a permanent deal for the out of favour midfielder and will offer him a way out of Stamford Bridge for good.
Primarily a defensive midfielder, Romeu is expected to fill the void left by departing Morgan Schneiderlin. The Frenchman joined Manchester United earlier this summer.
Koeman has already signed Jordy Clasie and is now looking to tie up Romeu and complete his midfield unit alongside the likes of Ward-Prowse and Wanyama.
Southampton have lost the likes of Clyne and Schneiderlin this summer, but once again it seems that the Saints have done impressive business in terms of incomings. Right back Cedric Soares already looks at home and enjoyed a superb debut against Newcastle.
Chelsea Transfer Update
Elsewhere, Chelsea midfielder Ramires is also linked with a move away and Juventus are believed to be his destination.
The Blues are also monitoring PSG right back Van Der Wiel and hoping to announce Abdul Rahman Baba from Augsburg.
