Is Sports Betting Legal in North Carolina?
In a word, yes.
Governor Roy Cooper signed in legal sports betting in North Carolina in July 2019. However, this took a while to launch and only came into effect fully on 18 March 2021.
Currently, there are two Caesars sportsbooks located in the western part of the state, both of which are part of tribal casinos: Harrah’s Cherokee Casino Resort and Harrah’s Cherokee Valley River. Additionally, the Catawba Two Kings Casino started offering sports betting in September 2022.
However, while North Carolina online sports betting has been legalized, enthusiasts will have to wait until at least January 8, 2024, for the apps to launch according to the new legislation. (Source: Betting NC)
An important aspect to note here is that this legislature only makes it legal to bet on sports at licensed premises. Although online and mobile sports betting in North Carolina are still to be formally added to the North Carolina sports betting legislation, there are numerous online sportsbooks that make it easy to place your bets.
Online Sportsbooks
Although not yet legal, online sports betting in North Carolina is headed that way. November 4th, 2021, saw the State Senate pass the North Carolina sports betting bill, SB688, which includes online betting. However, the bill still needs to be passed by three more committees before it comes into effect, which might take some time.
Luckily, two options are available to North Carolina residents who want to place online wagers. The first includes a trip to neighboring States, Virginia or Tennessee, where online betting is legal.
Alternatively, if taking a long drive to wager a bet doesn’t appeal to you, you can use offshore sports betting sites. You can access these sites from the comfort of home, and the gambling laws of North Carolina do not govern them.
Land-Based Betting in North Carolina
Unlike North Carolina sports betting online, land-based betting is legal but with a catch. You can only bet on college or professional sports at licensed land-based places in North Carolina, of which there are only two:
- Harrah’s Cherokee Casino Resort in Cherokee
- Harrah’s Cherokee Valley River Casino & Hotel in Murphy
Both of Harrah’s casinos feature a sports lounge called “The Book” that features a massive ultra-high-definition screen that allows sporting fans to view highlights, scores, and games. These betting lounges also host pen betting lines making it simple for gamblers to place their bets.
North Carolina Horse Racing and Off-Track Betting
Suppose you’re looking to wager a bet on horse racing in North Carolina. In that case, you’ll have to do so at one of the two licensed casinos: Harrah’s Cherokee Casino Resort in Cherokee or Harrah’s Cherokee Valley River Casino & Hotel in Murphy. Unfortunately, betting on horse racing online is illegal, so making your way to one of these land-based establishments is a must.
The new North Carolina sports betting bill is set to legalize off-track betting online, but there is no set date when the State will pass this bill.
If you reside in North Carolina and want to partake in online off-track betting, you may want to use an offshore racebook. Alternatively, you can wager bets on offshore betting sites – many of these offer horse racing along with other sports such as the NFL and NBA.
Exceptions that allow for on-track betting are harness-racing and charity races that use the proceeds from the wagers for good causes. An example of one of these charity races is the annual steeplechase held in Charlotte. However, professional circuit racing is not open for on-track betting.

Timeline of North Carolina Sports Betting Legislation
North Carolina sports betting and betting, in general, has a long history. It is one of the States that has a stricter approach to gambling, although it has taken steps to relax some of the laws around betting in recent years. Here is a timeline that highlights the timeline of North Carolina sports betting legislation:
- 2022 – potential for regulated online sports betting
- November 4th, 2021 – The NC House Commerce Committee passed SB 688, 12–4, allowing for online sports betting in North Carolina. The North Carolina sports betting bill now sits with the House Judiciary Committee in hopes that it will be passed in early 2022.
- August 4th, 2021 – A bill to legalize mobile sports betting in North Carolina was approved by the State Senate.
- July, 2021 – The state’s third casino, the Catawba Two Kings Casino Resort, is open for business
- April 7th, 2021 – State Senator Jim Perry filed a bill (SB 688) that would allow for legal online sports betting in North Carolina. The proposed legislation opts to create a limited number of online sportsbooks licenses to avoid needing to partner with an existing casino.
- March, 2021 – The first sports wager is accepted at Harrah’s Valley River Casino. The first official bet was on the Wisconsin vs. UNC NCAA basketball match
- July 26th, 2019 – Gov. Roy Cooper signs a bill permitting horse racing and sports betting in North Carolina but only on tribal lands.
- 2018 – The U.S. Supreme Court authorized all forms of gambling to be allowed to be drafted into state constitutions.
- 2015 – Harrah’s Cherokee opens another casino, the Valley River Resort
- 2005 – after much heated debate, the North Carolina State Lottery is finally approved
- 1997 – after ten years of negotiations between federal, state, and tribal officials, the Harrah’s Cherokee casino opens on Qualla Boundary. Beyond this casino, bingo and raffles are the only forms of legal gambling in NC
- 1954 – Parimutuels betting is banned again, and all dog tracks are closed down in North Carolina
- 1945 – Bingo and State lotteries become legal in North Carolina
- 1940 – Parimutuels betting is reintroduced in the State
- 1939 – slots are banned. By now, North Carolina has some of the most restrictive gambling laws in the United States
- 1835 – private table games are banned
- 1834 – lotteries are banned
- 1799 – real-money card games in public taverns are banned
- 1791 – All forms of gambling are outlawed in the State
- 1749 – an NC gambling law invalidates all gambling debts exceeding $100 in an effort to curtail “excessive and immoderate” wagering
Who Can Play at North Carolina Online Gambling Sites?
You must meet the North Carolina gambling age of 21+ for casino and sports betting and 18+ for lottery tickets and bingo.
Additionally, you must be physically located within North Carolina borders to participate in state-licensed gambling; however, you don’t have to be a state resident or a US citizen.
Gamblers in NC can also use offshore sportsbooks, offshore casinos, offshore racebooks, and offshore poker rooms. The North Carolina online gambling age for most overseas platforms is 18.
Offshore Online Sports Betting in North Carolina
While online sports betting in NC is not yet legalized, there are ways around this. One option is offshore betting. What this entails is the wagering of bets using offshore sportsbooks. Although not entirely legal, these sportsbooks are not located in the United States. Instead, they are based in Europe, Costa Rica, or Curacao. Because these online sites are not situated in the U.S., they are not subject to North Carolina online gambling laws.
Using these sites is relatively straightforward, although it is always best to check whether they are open to residents of North Carolina before signing up. These offshore sports betting sites make it easy to bet on various sports from horse racing, the NFL, NBA, and MLB. You can also use them to wager bets on college sports.
North Carolina Daily Fantasy Sports
If you’re into daily fantasy sports, you’re in luck. Betting on daily fantasy sports is legal in North Carolina and currently is not regulated by gambling laws. What this means is that the State has the option to change the operation of these fantasy sports, although, at this point, it’s unlikely.
A few sports betting sites used in North Carolina when betting on daily fantasy sports include:
- Fanduel Sportsbook
- DraftKings Sportsbook
North Carolina Casino Laws
Until recently, sports gambling in North Carolina was illegal. As a result, there are currently only two casinos where you can wager bets on your favorite sporting teams. Likewise, online gambling, although in the pipelines, is still illegal.
Let’s look a little more closely at the casino laws that currently govern North Carolina:
Online Casinos
Gambling on online casinos in North Carolina is illegal; however, that doesn’t mean that there aren’t any. If you choose to utilize one of these sites, we suggest proceeding with caution. First, make sure that it is reputable. An excellent way to check this is by looking at how withdrawals and deposits are processed. You should be able to process these using your credit or debit cards, although some allow for Bitcoin processing instead. If the processing system seems weird to you, rather avoid the site.
Making sure that the site provides excellent customer service is another thing to look at. If the customer service is poor, chances are, if you run into an issue down the line, you may find resolving it becomes a problem too.
Here is a list of some of the online North Carolina trusted offshore casino sites available:
Land-Based Casinos
North Carolina currently has four operational casinos. However, two of them do not offer sports betting as yet. All North Carolina casinos are located on tribal land, as the State does not permit the building or running of land-based casinos on State-governed ground.
Harrah’s Cherokee Valley River Casino in Murphy and Harrah’s Cherokee Casino Resort in Cherokee are the two establishments you can visit if you want to wager bets on your sports teams.
The other establishments include Tribal Bingo in Cherokee and Catawba Two Kings Casino Resort in Kings Mountain.
North Carolina Gambling Tax
It is important to note that North Carolina does impose gambling taxes on bettors. The State charges these at the same rate as your standard income tax. The amount you pay will come off your winnings. This tax applies whether you place your bet on an offshore betting site or at a casino.
What you may find interesting is that you are only taxed on your net earnings. So, for example, if you place a bet and win $1000, and then bet again and lose $500, the State of North Carolina will only tax you on the $500 you’re left with.

Types of North Carolina Online Gambling Sites
North Carolina hasn’t regulated online gambling just yet, so you won’t find any state-licensed gambling sites in the Tar Heel State. However, that doesn’t mean you can’t gamble online as a North Carolina resident – offshore gambling sites are available and widespread here, and using them is not illegal.
Let’s look at each service offered at the top North Carolina offshore gambling sites.
Sports Betting Sites
If you’re into sports betting, look no further than a North Carolina online sportsbook. Most let you bet on a wide range of sports (basketball, football, soccer, baseball, MMA, tennis, golf, and more) and markets (over/under, moneyline, parlays, futures, if bets) using both desktop and mobile devices.
You can look forward to betting on state, national, and international competitions.
One exciting sportsbook feature everyone should try out is live betting. In-play betting allows you to wager on ongoing events while watching the action unfold on the field through a live HD stream, which is a feature offered by many offshore sports betting sites. For example, you can put money down on who will score next or the amount of overtime the referee will add.
XBet is arguably the best North Carolina Sportsbook.
Horse Gambling Sites
You can find horse race betting at most offshore gambling sites available to North Carolina-based gamblers. Look forward to placing straight bets, trifectas, exactas, and a wide range of other wagers on both US and foreign races.
BetOnline and Bovada are two of the best racebooks in North Carolina.
If you’re a horse racing enthusiast, you can also look into Advance Deposit Wagering (ADW) applications that only offer horse racing. All you need to do is create an online account and fund it using a credit/debit card, Bill Pay, or bank deposit either online or via phone. Examples of ADWs available in North Carolina are TVG and TwinSpires.
CS:GO Gambling Sites
Do you play Counter-Strike: Global Offensive? Many online gambling sites in North Carolina offer an e-sports section, and CS:GO is one of the most popular games to bet on. All the big leagues are typically covered, including Valve’s international Major series, ESL, IEM, PGL, BLAST Pro, and StarLadder. You can choose from a wide variety of markets, such as correct score, draw-no-bets, and pistol round winners.
Bovada boasts the most comprehensive coverage of CS:GO events and markets.
Casino Gambling Sites
If you’re a casino lover, you’ll be impressed with what North Carolina-facing offshore casinos have to offer. You can look forward to a massive selection of slots (including 3D and progressive slots), roulette, poker, blackjack, keno, and much, much more.
You can grab various promotions, including huge new-player bonuses (up to $3,000 at BetOnline, for example). This is one of the advantages of offshore gambling sites – you won’t find such lucrative promotions at state-licensed casinos.
Wagers start at $0.01 per hand or spin and reach $5,000. This is another win for offshore gambling sites, as offline sportsbooks cannot offer such a bet limit range.
You’ll find the best bonuses at BetUS, BetOnline, and Las Atlantis.
Poker Gambling Sites
Is poker your casino game of choice? You can look forward to playing all the variants at North Carolina-facing gambling sites.
